The new super-utilities ministry has yet to properly find its feet, but the Holding Company for Water and Wastewater's decision to seek out funding for new small-scale desalination plants in coastal areas represents material progress for the country's water sector after the instability of the past 18 months and more. Moves to evaluate bids on a proposed wastewater treatment plant at Cairo are another source of hope. And if the government can finally secure promised loan financing from the International Monetary

Fund, BMI is optimistic that more development funding will soon be made available for critical water projects in Egypt. .

Key themes to highlight for Egypt's water sector:

? A semblance of stability has returned to Egypt's water sector after the turbulence of the last 18 months, and Q113 should experience further progress in efforts to improve water supplies and advance key desalination and wastewater treatment facilities. Particularly notable are the efforts to quickly expand desalination capacity in the coastal areas - clearly in line with the mandate of President Mohammed Morsi's Muslim Brotherhood-led government to bolster public services - for which the authorities are seeking to raise external funding. ? The main company charged with responsibility for the desalination scheme, the Holding Company for Water and Wastewater (HCWW), is seeking to revive the mothballed desalination programme during 2013, which should ensure some key opportunities for international developers and advisers with robust risk appetites. One obvious source of funding support will come from the development agencies and multilaterals, and should be made easier once the IMF has finally extended its US$4.2bn loan to the government of Egypt. ? Desalination will be the major priority under the new regime, with a reported US$164mn will be made available for deals schemes in the Red Sea and Mediterranean coastal regions. Prior to the political unrest that derailed all major infrastructure planning in Cairo last year, HCCW had been planning to build three small capacity desalination plants under public-private partnership arrangements. These are now considered more likely to go ahead. ? In Q312, The Cairo and Alexandria Potable and Wastewater Agency (CAPW) began evaluating bids for the contract to build the second phase of the Gabal el-Asfar wastewater treatment plant in the capital. Three bids were received for a contract to build a 500,000 m3/day wastewater treatment plant, with German, French, Korean and Spanish contracting groups all in the running. Gabal el-Asfar is to take four years to complete, and will be advanced under a 20- year PPP concession agreement. ? Egypt's economy remains under pressure, but despite a lack of demand-pull from the industrial sector, BMI envisages a period of sustained, population-driven consumption increases in the period up to 2017. This, in turn, will necessitate a much greater effort to build up water production capacity, with clearly an in increased role for both desalination and wastewater treatment capacity. Despite hiccups like the Q212 scrapping of a major wastewater plant at October City, we remain confident that the new utilities ministry will eventually reassert its control of the water sector and drive investment. We anticipate real water sector growth increasing from just 2.4% in 2012 to 4.3% in 2014, before exceeding 6% in 2016 - by which time newly planned desalination and wastewater capacity should be on line.
