Over the last decade Malaysia has embarked on a period of centralisation, leading to significant improvements in its water and sewerage networks. In an effort to force operators to focus on minimising wastage and improving efficiency, an asset holding company was established to acquire state operators´ assets and liabilities. While we have an overall positive view for the Malaysian water sector, the recent government budget, with declining federal infrastructure spending, in particular on public utilities, does not auger well for improvement in Malaysia´s struggling sanitation network.

Malaysia employs a water supply management approach to its water utilities sector. The greater the demand, the more investment into water infrastructure. This approach is unsustainable: in the long run, if demand rises it will



eventually overtake supply. Malaysia is already facing increasing water shortages and pollution. Compounding excessive demand, water tariffs are among the lowest in the world.
