Will The Central Bank's Decision Result In More Competition? BMI View: The central bank's decision to allow more competition in the banking sector by issuing more licences to operate should result in an overall improvement in market efficiency over the long term. While we believe there is still room in the economy to accommodate more banks as penetration (in terms of assets as a percentage of GDP) remains low by regional standards, we highlight that the government's propensity to intervene and tightening monetary conditions present threats to potential entrants. In theory, Bangladesh Bank (BB)'s decision to increase the number of bank licences, allowing more companies to enter the commercial banking sector, is a positive step towards the long-term development of

the industry. Following an earlier request by the Ministry of Finance to allow more banks, the board of directors of the central bank decided on September 14 to issue more licences, 10 years since BB last did so. If new players decide to enter the sector, the increase in competition should lead to an improvement in market efficiency. Looking ahead, the immediate question is whether there is enough space for more banks to enter the market, as according to BB's 2009-20010 annual report there are 48 banks operating in Bangladesh's US$100bn economy. The country's banking sector had the deepest penetration rate in South Asia in 2010. Furthermore, banking sector penetration (in terms of the industry's total assets as a percentage of GDP) has rapidly increased over recent years. As of May, total assets were equivalent to 75.4% of GDP, up from 51.0% at the end of 2001. Over the past two years in particular, the rate of growth of the banking sector's penetration into the broader economy has considerably sped up. Opponents of the central bank's decision deem that the market is already overcrowded, with the main opposition party arguing that it will destabilise the economy.
