We view Mexico´s adoption of the ´General Law on Climate Change´ as a turning point in the country´s energy agenda, as the new legislation has the potential to improve the outlook for renewable energy expansion. However, without a comprehensive regulatory framework in place to attract investment into the sector, it is likely that the ambitious targets for both renewable energy and carbon emissions will be left unfulfilled.

That said, we do anticipate robust growth across the non-hydro renewables sector, in particular within the solar and wind segments. Recent developments within the industry include:

â¢ SolFocus Inc

have joined forces with Synergy Technologies and Mexico´s Grupo Musa to construct a 450MW solar plant. Expected to be operational by 2013, the project is the largest of its kind, and may encourage future investment in Mexico´s solar energy.

â¢ The 50MW Los Humeros II geothermal power plant has been in the pipeline since 2009, and is due to go online towards the end of the year.

â¢ The General Law on Climate Change was sanctioned on June 5 2012, and outlines stringent CO2 emission targets of 30% ´below business-as-usual levels´ by 2020, and a 50% reduction on 2000 levels by 2050.
