Tobacco in Serbia experienced difficult times due to the strong influence of the economic crisis and its impact on purchasing power and consumer behaviour. Low purchasing power influenced changes in consumer behaviour such as shifting towards economy brands and shifting from cigarettes to RYO tobacco. This trend was noticeable over the review period, but in 2012 its influence was particularly strong.

There was a significant increase in knowledge about the harmful effects of tobacco smoke on health. According to the Institute of Public Health, 90% of adults in Serbia are informed about the matter. It seems that due to the inadequate enforcement of legislation by the government inspection service the impact of the new law on smoking ban was not as strong as previously expected. The number of penalties is quite small compared to 2011 when the government campaign against smoking was at its peak.

According to the Serbian government, the illicit trade in tobacco increased in 2012, mostly due to the price increases in cigarettes which were influenced by the increase in VAT from 18% to 20% and increase in excise. However, it is very difficult to determine the actual volume of informal economy in tobacco.
