Tourism flows outbound stagnated in 2013 and accounted for eight million trips. Growth in terms of the number of trips had already showed signs of slowing down in 2012 (3%, vs 9% in 2011) and the number of outbound tourists ceased to grow in 2013. The first four months of 2013 were positive, but summer departures dropped and in the last four months of the year there was no growth in comparison to the previous year. Many Finns shifted away from outbound overnight trips towards day trips to neighbouring countries or ferry cruises that are not included in Euromonitor International's data. The significant drop in summer outbound trips was expected to take place, as in 2012, exceptionally bad summer weather
had resulted in a peak in departures.

The number of outgoing trips from Finland is expected to grow at a moderate CAGR of 1% during the forecast period. Outgoing tourist expenditure is expected to grow slightly faster, at a CAGR of 2% at constant 2013 prices. Rather than making more trips, Finns are expected to spend a greater amount on their holidays to make them more special. The demand for higher-standard travel accommodation and more services are key factors that are expected to boost expenditure. Growth is expected to be generated by leisure trips, especially during the first few years of the forecast period. Business travel is expected to start recovering towards the end of the forecast period. Low-cost flight connections could be boosted if Ryanair launches connections from Helsinki starting in 2015. The company has expressed interest in starting flights from Helsinki, from where it did not operate flights as at the end of the review period due to relatively high fees.
