During this quarter's update to BMI's Oman Telecommunications report we have updated our five year growth forecast for the mobile, fixed-line and internet sectors based latest regulatory and operator data for Q311. It also includes updates to our mobile ARPU forecast as well as analysis of recent regulatory and industry development expected to affect the telecoms market.
According to market data published by Telecommunications Regulatory Authority (TRA) of Oman and the country's two biggest telecoms operators, BMI calculates there were 4.671mn mobile subscribers in Oman at the end of September 2011. This was a market penetration rate of 157.6%, slightly down from 158.6% at the end of December 2010. The mobile market in Oman grew by 1.4% during 9M11, significantly slower
than growth of 13.6% during the same period in 2010. This was the result of a subscriber net loss during Q111 as operators strictly enforced the regulator's directive for the disconnection of inactive lines.In view of the slower than expected subscriber growth in 9M11, we have further downgraded our subscriber estimates for 2011 and now expect the market to grow by 4% during the year, compared to 16.2% y-o-y growth rate recorded in 2010.

BMI expects growth to slow noticeably each consecutive forecast year. By the end of 2016, our updated forecast envisages 5.301mn mobile subscribers in Oman, giving the country a high penetration rate of 170.5%. We believe future growth in the mobile market will be driven by 3G subscriptions. According to the TRA, Oman had 2.406mn 3G subscribers at the end of Q311 (1.847mn in Q410), making up 51.5% (40.1% in Q410) of the total mobile customer base. It should be noted, however, that these figures include not only subscribers with 3G-enabled mobile handsets, but also customers with mobile broadband devices such as USB sticks and netbooks. We have revised upwards our 3G growth forecast for 2011 and for the remainder of our forecast period in this quarter's update to our report. We expect 3G subscribers to grow steadily over the next five years, with 3G subscriptions as a proportion of the entire mobile market surpassing 60% by the end of 2016.
Oman's internet sector continues to record strong subscriber growth, driven by the mobile broadband segment. During 9M11, the number of internet users grew by 31.5% to reach 2.104mn, according the regulator's estimate. Of this number, 1.654mn, or 78.6%, accessed the internet through mobile networks. BMI forecast internet and broadband penetration in Oman to reach 89.3% and 44.5% respectively by the end of 2016. Meanwhile, the number of fixed-line connections continues to fluctuate from quarter to quarter. The latest regulatory data show that the number of active fixed-line subscriptions rose by 2.1% qo- q to 284,969 during Q311. We believe the increase in competition in the sector, following the launch of commercial fixed-line services in late 2010 by alternative operator Nawras, is partly responsible for growth in the sector. We have revised our five growth forecast for the fixed-line sector and now envisage positive growth in the short term. By the end of 2016, we expect the market to have about 286,000 lines, a penetration rate of 9.2%.
