Fast Market Research recommends "Poland Oil & Gas Report Q2 2012" from Business Monitor International, now available BMI View: Like so many European countries, Poland is hoping that a shale gas revolution will trigger longterm volume growth that can be used to reduce import dependency. Drilling activity is at a relatively early stage, but a number of IOCs are already involved in shale gas exploration. In the meantime, Poland seeks more favourable terms for the gas it
is currently importing from Russia's Gazprom.
The main trends and developments we highlight for Poland's Oil & Gas sector are:
* Poland is likely to start commercial production of shale gas as early as 2014, according to Prime Minister Donald Tusk. Poland is expected to be self-reliant in terms of gas by 2035, Tusk said. According to an April 2011 study by the US Department of Energy, Poland has technically recoverable shale gas resources of 5.3 trillion cubic metres (tcm), compared with the country's current proven conventional gas reserves of 164.2 billion cubic metres (bcm).
* Oil services group Schlumberger has said that the cost of drilling for shale gas in Poland is triple that of drilling in the US, according to Upstream Online. The average cost of drilling for 2,000m was US$11mn in Poland, compared with US$3.9mn in the US. There have also been several drilling setbacks in recent months, making the Prime Minister's projections look optimistic.
* Slawomir Hinc, chief financial officer of Polish gas monopoly Polskie Gornictwo Naftowe i Gazownictwo (PGNiG), told Reuters in a November 2011 interview that his company was considering listing its drilling arm, Jaslo, in 2012. The company could be attractive for investors given the planned growth in exploration for non-conventional gas. The listing would offer investors direct exposure to the company's aggressive shale drilling campaign and would in return provide PGNiG with cash for its ambitious capital expenditure plans.
* Poland will have consumed an estimated 17.0bcm of gas in 2011. Production for the year will have been around 5.7bcm, requiring imports of 11.3bcm, almost entirely from Russia. BMI currently forecasts gas consumption to increase to 21.0bcm by 2016, requiring imports of 16.0bcm. Concerns over growing gas import dependency have been slowing the rate of gas-fired power station construction and conversion from coal. The Polish government forecasts that about 14% of electricity will be generated from natural gas by 2020, up from just 8% in 2006/07.
* A growing number of motor vehicles and renewed economic activity should push oil demand to 619,100 barrels per day (b/d) by 2016, implying up to 1.5% annual growth. Given an unpromising outlook for local supply, import volumes can be expected to reach 601,400b/d - costing an estimated US$20.46bn. We are assuming gas imports of 16.0bcm by 2016, costing Poland some US$7.40bn. The combined oil and gas bill could therefore be US$27.87bn at the end of the forecast period.

At the time of writing we assume an OPEC basket oil price for 2012 of US$99.38/bbl, falling to US$97.23/bbl in 2013. Global GDP in 2012 is forecast at 3.2%, up from an assumed 3.1% in 2011 reflecting a faltering recovery in the US and an uncertain eurozone debt situation. For 2013, growth is estimated at 3.7%.
