Funding for healthcare in Estonia is principally through a national health insurance system, which came into effect in the 1990s. Healthcare is supposed to be available free under it, but funding has never matched demand, and patient payments for services remain common.
In 2011, the Estonian market for medical equipment and supplies is estimated at US$119.8 million, or US$90 per capita. Growth in the market has generally been erratic, with the small size limiting scope for purchase of more expensive items.
Around 81% of the medical device market is supplied by imports, principally from western suppliers. There is a small domestic production sector, but this tends to concentrate on exports, to the former USSR and increasingly to Western Europe.
Estonian imports of medical equipment stood at just under US$94.4 million in 2009. While this is a fall of 13.3% compared with 2008, the total has generally risen very strongly since 2001. The economic crisis took its toll in 2009 and early 2010, with imports of diagnostic imaging equipment seeing major falls, but the sector has started to recover in 2011. Imports of dental products have continued to fluctuate but the consumables sector has remained steady.
