BMI's Q412 West and Central Africa report analyses latest industry, regulatory and macroeconomic developments in the telecoms markets of seven countries: Cameroon, Cote d'Ivoire, the Democratic Republic of Congo (DRC), Gabon, Mali, Mauritania and Senegal. In addition to the analysis of latest market data relating to the end of Q212, the report contains updated five-year forecasts, through to 2016, for the mobile, fixed-line and internet sectors.
Key Data
* Average mobile penetration rate for the seven countries in our West & Central Africa coverage rose to 73.8% at the end of Q212 from 68.1% at the end of 2011.
* The Malian mobile market grew by 10.7% q-o-q in Q212, the highest growth rate in the subregion, despite the security challenges
plaguing the country.
* Gabon and Mauritania are the only two countries with more than 100% mobile penetration rate at the end of June 2012. The DRC had the lowest penetration rate at just 23.1%.

Risk/Reward Ratings
Gabon is the highest ranked country in our West & Central Africa report on BMI's Q412 Risk/Reward Ratings (RRR) table for Sub-Saharan Africa. The country is fourth on the overall ratings table, largely due to its relatively high score in the Country Rewards category. Gabon, Cote d' Ivoire, Senegal and Cameroon retain their overall rankings from the previous quarter, while the DRC, Mali and Mauritania dropped one, two and four places respectively this quarter, mainly due to downgrades in their Country Risks ratings. Mauritania in overall 24th position is the lowest ranked country among the seven countries in our West & Central Africa coverage and the only one to score below the regional average in all four categories of our RRRs.
Key Trends & Developments
There were a number of major developments across the sub-region since our last update that will be analysed in greater detail in subsequent sections of this report. However, some notable developments we expect to have significant implications include the award of 3G licences to mobile operators in the DRC, the launch of a tender for the third mobile licence in Cameroon and the launch of the WACS submarine cable system.
